Is there any way I can turn off an EQ8 filter only when its gain is set to zero,
so that if I reduce or increase the gain the filter automatically turns on?

Yes, by using a macro... but only in one direction (increase or decrease gain)

But why do you want to do this? If this is to avoid CPU usage as much as possible, you're probably wasting too much energy on this... EQ8 is almost non-existent to the CPU.
