VST Authorizations and User Accounts, Win 10

I have Ableton running on a win 10 machine, and I have 2 user profiles, both have admin rights (they were supposed to be for separating audio from non audio tasks, originally). To the point: I ended up requiring/ finding it convenient to have access to audio software on my "non-audio" profile, and I've authorized all DAW stuff successfully. But it's the plug-ins.
Some VSTs/ VSTis are just not recognized, or are not authorized for both users profiles, and I'm not sure if there is an efficient way to make that happen globally, without uninstalling / re-installing a bunch of things.
Anybody dealt with this before?
