Viewing missing plugins when media files are missing

This is probably something silly I'm missing, and I suspect the answer is already out there, but searching for it seems difficult because the relevant search terms tend to turn up other unrelated topics.

It seems that if a project is missing both media files and plugins, the 'missing media files' status bar message overrides/hides the 'missing plugins' status bar message, meaning you can't access the 'missing plugins' list (or necessarily even know about it) if media files are missing.

Is there a way to be notified of and access the 'missing plugins' message when media files are missing? My attempts to figure it out through experimentation or find an answer online have failed so far.

This is obviously an old post at this point, but just in case someone is looking for information on this and finds this post, the issue seems to be addressed here. Unless it's changed recently, it doesn't appear you can access the missing plugins list if files are missing as well.
