Render plays instruments differently from normal playback

I have an instrument with a MIDI .track containing just two notes, one after the other. When played back normally, it's fine. All renders miss the second note. It isn't being played.

The instrument is an East/West "Play" instance. I tried 48K/24, and 44.1/16. Both Wav and MP4 files have the same issue.

I even took all effects off that track -- no change. Ableton is unable to properly control the instrument. From the sound, it's pretty clear it just never triggered the second note. I recall seeing this many years ago on several different MIDI devices (at least a decade ago). It's more than a little surprising that this continues to be a problem. Has anybody else seen this? Just not triggering notes, but only when rendering????

I tried a workaround: Duplicated the problem track, and one track plays just the first note, while the other plays the second one, so there are different instances of Play for each note. This "worked", in that both notes played, but all this does is show that something in rendering is either setting up or playing the instrument differently than when rendering, and enough of a difference to completely change the behavior of the instrument. I suppose it's possible it's EW Play. I'm upgrading EW to Opus, probably tomorrow, so we'll see. If that doesn't have any problem, it's

And, doing the track split justs just moved the problem. Now, ANOTHER instrument, on a separate track that wasn't having the problem has the same problem. And it's another separate instance of Play.
