Help With Morningstar MC8 to Control Third Party Plugins

Hey everyone,
I am having some trouble using midi mapping in Ableton with my Morningstar MC8. This should be fairly easy for what I want to accomplish. I would like to have my Morningstar be able to turn third party plugins on and off. When I go into midi mapping and select to midi map the device activator it initially recognizes my midi map. I usually have this as something like cc 21 value 127 midi channel 1. The problem I am having is that it doesn't recognize the command to turn the device off. I have my preset set for toggle mode on so press 1 has a value of 127 and press 2 has a value of 0. However, like I stated whenever I press it a second time it does nothing. For the midi map it states "Device On. Min 64. Max 127."
Can someone help guide me to what exactly I am doing wrong here?
Also I am not an expert in Ableton so please try to keep that in mind in a response. Thanks everyone.
