Peak as MIDI Controller for VSTs, how to handle buttons?

Hello,

I would like to use my Novation Peak as a controller for several VST synths. Mapping the knobs is easy.
But I am not really sure how to map buttons. Button presses on the peak output CC values as 1,2,3,4 cause the different buttons have multiple functions. For example for stepping through OSC waveforms.

When I use a VST synth where I have to maple a single button this does not really work. On every button press the Peak transfers different value (1,2,3,4) but in the VST there is only a single button. So the PEAK does not have a simple ON/OFF button. So I would need some kind of mapping maybe ?

Something like

CC value = 1 --> Button on VST Synth ON
CC value = 2 --> Button VST Synth OFF
CC value = 3 --> Button VST Synth ON
CC value = 4 --> Button VST Synth OFF

I have no idea how something like that could be done archieved ?
