Is it possible to make a max4live device like this? where you hold down the notes on push but they only play when you strum past them on the pitch bend slider?

Yes.
The tricky part is to define the octave span. But mostly what’s the rule for spreading notes depending on how many notes per octave and also should their relative distance be kept on the PB, etc.
