Can you Duplicate a Instrument Track?

If I create an Instrument Track and adjust parameters such that I want to duplicate it into another track, is that possible? The obvious hold the Copy button and selecting/pasting track buttons does not work.

Nope, but you can copy clips across tracks.
You’d then need to save the preset as a new one if you tweaked parameters, and then load this new preset into the track where you duplicated the clips.

Thank you. Do you also happen to know how to disable the loading of random presets in new sets? I want it to default to empty tracks or my own presets.

Sorry to be lame, I've read the manual but didn't see it. Admittedly, I've skipped certain topics like Move Manager as I don't need it yet.

Create a new set. Setup tracks with templates to suit (or a good starting point for your workflow.) Consider this your set template.

When you want to start a new set, create a copy of your "template" set into an empty set and be on your way.

That seems to be the popular workflow since release.
