Bug with velocity control in Electric?

In Electric, the velocity control of the Hammer's "Stiffness" doesn't seem to work right. When I hover over the "Vel" control the info panel states:

"Controls how much the hammer's stiffness is influenced by the velocity of the incoming MIDI notes."

Increasing the Hammer's Stiffness directly makes the sound brighter. But when I increase the Vel control it just mutes the sound. When I turn it down the sound gets louder but not exactly brighter like when I turn up Stiffness directly.

Is this a bug or am I not understanding the control properly?

Other elements might also be affected by velocity at the same time. But when you only change the control, the velocity and those elements aren’t interrelated

When I increase the velocity control for Stiffness I assume that the higher the key velocity the more Stiffness will be applied (velocity will have a greater affect on Stiffness). Greater Stiffness results in a brighter sound. So when I strike the key at a higher velocity the sound will then become brighter. It does not. It becomes duller.
