legato-style for scene follow actions?

After using Live for several years, I'm finally getting around to checking out follow actions for scenes. I'm still a bit mystified after searching the forum.
The follow action timing is based solely on the bar-beat-16ths setting in the "Follow Action" field. It seems that, for a scene with a 1.0.0 setting, unless the scene launches precisely on the downbeat, then the current scene plays through its own downbeat before the action launches the next scene. (But even then, the behavior seems inconsistent for me.) I'm very used to the behavior of clip follow actions with "Legato" engaged. But the scene follow actions don't seem to share that legato-style behavior. Is this normal behavior that I have to learn to work around? How are y'all dealing with this? Am I missing something?
