Scrub - wasted space?

I'd like the scrub/"start here speaker icon" to be in area above the loop ruler in arr.
Now there is an unused space under the arr zoom area.

there is INDEED a LOT of wasted space in there.
there should be option to show/hide locators (and i mean the locator "bar") and the totally useless gray area above the ruler numbers (why so much of it?).
