midi delay not working

hiya
i'm new to live, and am having a tough time getting it to sync up properly with my hardware synth (korg karma).
the midi delay in the preferences page doesn't seem to do anything at all for me.
heres what i am doing in 5.03b6
1) i program a simple 4/4 kick in a midi track. send it to my karma.
2) i record a one bar loop:
2a) with monitring off - the audio kick is late by about 4 ms. makes sense - its the input latency of my soundcard.
2b) with monitoring on - its late by more about 8 ms - thats the total latency. i think thats expceted behaviour now? doesn't really matter - lets concentrate on monitoring off.
3) ok - the audio kick from my hardware is 4 ms late. easy fix - i just type a -4ms delay into the delay box on the midi sync preferences page for my midi output.
doesn't change a thing - audio kick is still 4ms late
4) ok - i try a track delay. i delay my midi track by -4ms using a track delay.
lovely - record an audio loop and kick is right on the beat.
isn't the midi output delay in the preference ment to achieve the outcome in 4 globally? ie send the midi out a predetermined time early or late for all midi tracks using that output? (send it 4 ms early in my case). I can live with using track delays - but it seems to me the midi delay is there for it to be done automatically - and it's just not working.
i experimented with much larger +ve and -ve values of the midi delay - and it does nuthing - zip donut. i am making sure i am selecting my midi output first (so i delay the right thing).
can anyone else get the midi delay to do anything?
