I use the live arrangement page for this. Control E to split the loop, Control J to consolidate your clips(chops).Once chopped slices or whatever can be dragged to impulse if so desired.

I really really like phatmatik pro:
http://www.glaresoft.com/products/phatm ... index.html
(this is the first link that comes up when googling for [phatmatik pro] by the way

)
BUT I like vSampler even more:
www.vsampler.com
vSampler is just as fast at chopping breaks, but you can easily have several breaks spread out across the keyboard with vSampler AND it is multi-timbral.
Also a good purchase -
Energy XT:
www.xt-hq.com - it does sample chopping, vst-hosting etc for just 35$!

After chopping up an mp3 and consolidating it, I can't drag it to Impulse. Is there anything I'm missing?

would you happen to know a good tool to quickly chop samples from mp3 files ?
I use ACID but it takes too long I think !

Sound Forge can do it, if you are just talking ordinary audio editing stuff and not ReCycle break slicing.
I would assume most audio editors today can open MP3s?

You can drag each slice into an Impulse cell and then sequence the break with midi clips. Setting the Impulse to gate mode will help, I think.
Or with a bit of midi routing and transpostion you could slice 16 parts into two Impulses and sequence both from the same midi clip.
