Incremental backup/performance

I'm interested in using a backup program that can perform incremental backup (it only saves files that have changed). To save time and mechanical ware.
My question is, do these prog's run in the background monitoring all the changes you make and if so will this affect my cpu headroom in live?

No they use the timestamps which are changed everytime you change the files.

So they will only effect performance while the backup is running.
