The drum and bass rig kit seems to be easy and simple to use...
But you won't be able to produce or master with it, like in Live.
Also you will be limited to drum and bass only. In Live you can do sound design of your own or use one of the many instruments included.
Working in session view with Live really help creativity.
It depend on what you wanna do and how much you are ready to pay...

Wait, do you mean Drum & Bass the music style? Or do you mean drum and bass instrument sounds like a bass guitar and a drum set?
If you mean the type of music, DnB, then you need a sampler and a descent synth. I would suggest Samper from Ableton and maybe Abino 3 from LinPlug. You can do all the composing in Ableton Live.
Really anything that can make lead sounds and heavy bass will work. And any sampler that you can load in a chopped up drum break and drum samples will do well.
Go to the DOA Grid message board and read what they have to say on there.

If you mean drum kits and electric bass sounds then any quality sample library will work. I would stay away from all in one plugin things like the Drum ans Bass Rig. Using a samper like Sampler or Kontakt and buying sample sets for it allows for the most flexablity in the long run. The only exception I can think of would be the BFD drum plugin from fxpansion. Its a pretty realistic drum plugin that lets you have samples of typical real drum kits. Like Pearl and Ludwig drum sets.

OK wait. I was just listening to your music myspace and now Im confused. What are you using to make those sounds? I would think you can make Drum and Bass sounds fine with what ever your using now. So maybe I don't understand what you need this "program" for.

A lot of DnB / hip hop / break heads use Reason now a days - you can get some really dirty sounds out of Maltrom and deep deep deep bass out of Subtractor
load your cut up breaks (via Recycle) into the Doctor Rex or for more crazy shit load the rex file up into the NN XT - route different drums here and there
really the possibilities with Reason are only limited to your imagination
--------------
with that said get Ableton and Reason and just get crazy with it - Reason has all the synths, samplers and crazy routing efx you need - Ableton allows you to sequence it all (WITH SWING) and get even more off the hook with it
so yeah...
trust that playa
peace
