Operator Bug?

I was playing around with macro controls when I noticed this; now I'm trying to figure out if this is a bug or not. I can't think of a reason why you would it to behave this way, but one never knows:
Basically, if you hold a note down in Oprator, then adjust the "Level" control of one of the Oscillators, it gradually increases or decreases the level to the amount you set it to depending on the decay setting of the Oscillator's envelope.
Which means trying to tweak a sound that has a 5 second decay via your MIDI controller doesn't sound quite right at all.
Does that make sense?
Has anyone else noticed that?
