Collect and save collects Live packs?

I had a project with a single rack with one GPO instrument and Live pack brass ensemble. There was actually nothing to collect, but I selected Collect and save. After waiting for a while, I had to hard shutdown Live, since it was copying the Live pack samples of the brass ensemble to the project folder. Is this supposed to be?
