latency compensation in 6.0.5?

hi,
just rerun the "exercise" of measuring the latency (built in lesson). when doing it as written in the lesson, it turns out to be 1ms of latency.... but why is the monitoring "off"? this is not a real situation... however - i turn on the monitor on the record track (or set it to "in" instead) and there is 7ms of latency... ok. just doing the negative check, i set the correction value to 7ms and record again. no change... i set it to 20ms. no change. if i set the monitoring back to "off", then the value applies again correctly.
so - what's wrong???? if i need to run my playback and want to use monitoring (given the fact it will be delayed of course (no hardware-monitoring available) the whole compensation thing will not work...
any ideas or the same experiences?
