Adding the nth sample in Sampler's Sample Layer List - bug?

In Sampler, after adding a screenful of samples, how do you
add one at the bottom of the sample layer list?
As long as the sample window isn't full I can drag to the bottom.
When the window fills I can drag at the bottom to scroll the
samples until the one I want is last. But I can't insert at
the bottom.
So I just insert before and then drag after to the bottom.
I must be doing something wrong, is it suppose to
work like that?
