Continuous Audio Drop Out Pattern

Hi,
I am having a problem with my audio output.
Whenever I record something, or even just have my speakers on (with background noise/static/hiss), I can hear the audio drop out consistantly every two seconds or so.
If you could imagine the audio output as a line, these dropouts would be like little spikes, on the negative side. Kind of like a persons heart beating....very rythmic.
I am running the mobile pre with live delta version 1.5.3.
I am running this on a brand new, 2.4 GHZ laptop PC.
Anyone advice is much appreciated. Thank you.
