midi controllers are 7 bit so I would think you'd need at least 3 to offer fine enough control.

Tempo control is useless if its not fine enough.

Controllers can be used in pairs as 14 bit and have been able to do so since the original MIDI spec. Not many people use them but it's there, case in point - Pitchbend. Although it's a system controller it's 14 bit but most kit ignores the LSB.

Officially controllers 0-31 are double-precision controllers and can be paired with controllers 32-63 for 14-bit resolution.

I use a tr505 ONLY for midi tempo controll and scene triggering. So I can use the nice big tempo nob on the 505 to controll lives tempo! Try it with some cheap drum machine:)

We are looking at this right now. Solutions are still being discussed. Btw, the next major release will feature tempo tapping.
