CPU overload and complete meltdown at 65% CPU

I'm in the middle of making my first track with ableton it does not have many tracks running simalteneously (maximum 8 or 9 tracks) but with a fairly large number of effects. i have also frozen a couple of tracks. But when CPU hits around 65% the audio slows, stutters and goes crazy.
It then take around 30 seconds for me to stop this awfull noise then the cpu meter spikes upto around 180%. The computer is then completely unresponsive and it then takes between 5-10min for me to even shutdown ableton
I dont run any other programs at the sametime as ableton (Internet, firewall, antivirus, etc)
Even when i load my tune, before i starrt playing the cpu monitor is reporting 8-11% ???
Windows task manager reports that i have plenty of RAM available with all my clips in RAM mode, the same problem also occurs with both my on board soundcard and my EMU card
Really frustrated as my system i think should be able to cope with this load as i read of people on the forums running 30 tracks in projects
