I personally prefer AMD dual core.
2 GB RAM
external HDD can be used for storage and carrying your work to the studio for post production etc. as far as internal HDD is concerned i guess it depends on the volume of work you do.you can start from a 160 GB SATA 7200 rpm and upgrade it as and when required.
i consulted some musicians who advised me to have separate drives for each of the following(incase you are doing a huge volume of work):
1 for your operating system
1 for your sound libraries
1 for videos
1 for storage
by the way, i am not an expert.i just gathered these info from some musician friends of mine.so pls cross check on these matters before you go ahead and buy.

The best possible would either be an 8 core MACPRO or a similar specced PC version Dual Intel chips 771 chipset.
Probably overkill though.
If you want the best there's now in single chipped motherboards. I'd go something with an intel X38 based chipset.
Gigabyte GA-X38-Dq6
Intel Core 2 Quad Extreme QX6850 3.0Ghz 1333FSB
Scythe Ninja Plus Cooler SCNJ-1100P
Crucial Ballistix Tracer DDR2-1066
Crucial Ballistix Tracer DDR2-1066
Nvidia GeForce 8800
WD 1500ADFD Raptor 150Gb (System Drive)
Western Digital WD5000AAKS 500Gb (Samples)
