strange high cpu increase after clean-install windows lappie

hope there is anyone that can help me.
i have the following problem.
I have a 2,26 pentium M laptop with a gig of Ram that normally with a clean and uncluttered system would run the live 5 performancetest around a nice 26%
I always test with the performancetest to see how cluttered my system is; and sometimes it would go up to 35 if the computer was loaded with strange plugins of all sorts, shapes and sizes.
now i bought a desktop, and thought I'd do a nice clean install with windows, to have a good gig-ready laptop running only ableton and just one or 2 plugins.
all said and done, now when i have installed ableton and done all the XP tweaks I always do; it gives a huge 55% on the performance test. !!!
i ve checked all the hardware; IDE channels, memory, processor.
system just tells me its all running fine.
all the power background tweaks are done correctly.
I tried installing different versions of windows; no difference.
I did clean installs before, and none such problems happened before.
anyone knows what the deal is or has an idea?
