I tried dragging a pad from a drum rack to an empty space and it created the track with a drum rack with only that sound loaded but the clip wasnt created like it would have been if I'd dragged it from the inline mixer

For now, that is the rule: the MIDI data is extracted only if the chain is dragged from the inline mixer, not from the chain list in the Rack itself, so that you have a mean to do one or the other.
