I wonder about the improved timing of Live 7.

Does it only affect the notes that get played in from an external midi keyboard or goes from Live to external midi synths?

If I create a midiclip with notes for instance on every beat which trigger a software synth, then there are no timing issues, or?

Correct - as long as you enable plugin delay compensation (PDC).
