Ableton Effect: Timecode Vinyl

Okay - we all know that Deckadance is available as a VST to be used in a host. Why can't Ableton build an effect specifically for Timecode vinyl control of CLIPS ONLY. By that I mean, you'd drag a clip (either from the session grid, or the browser) into a slot on the Timecode Effect, allowing you to manipulate the clip using Timecode Vinyl.
I'd see the effect decoding a SINGLE timecode signal (not like deckadance where both timecode signals are decoded in a single VST on a single channel) - so if you were want to use 2 timecodes, you'd need to put the Timecode Effect onto 2 separate channels...
I WOULD LOVE THIS.
It can't be too tough. Most of the Timecode Vinyl software out there is pretty much the same thing (PCDJ/Numark Cue/Numark Virtual Vinyl/VirtualDJ, etc, etc...) - so they must be licensing it from somewhere.
Why can't Ableton lisence this software for use in an internal effect?
