fx rack, in a return chain, in drum rack

while it is possible to create an effect rack in a return chain, in drum rack, it is not possible to drag one from the browser. if i do so, it just drops in the effects, not nested in a rack as they originally configured.
at the same time, it will be possible, to drag an fx rack from another channel and drop it in the drum rack's return chain.
looks like a bug, because i cant see the reason for such behaviour ..
