Is there a way to make a midi groove template in ableton?

in arrangement you can automate groove on the master

if you mean "a groove template" in the same way as Reason's Regroove Mixer, then no. But you can vary the "swing" of the piece to different degrees with the groove percentage. Reason can also be rewired into Ableton, so you can have the midi sequence in Reason controlling instruments in Ableton, or Reason synths playing into an Ableton audio channel.
