I would say NO.
Krautrock is a genre in its own right.
Neu!, Can, Kraftwerk, Harmonia are good examples of original 70s krautrock groups.
Newer krautrock groups are few, but many exhibit some qualities:
Stereolab, Fujiya & Miyagi, Caribou, Working for a Nuclear Free City

Wow, gee, thanks for the insight. What, did you just buy your first issue of Wire?
I'd like to think all those bands you listed are simply rock bands but if you want to sub-classify them, great.
If we are on the subject of defining I would consider Caribou anything besides an indie rock band that shows some psychedelic qualities.
I also wouldn't consider Stereolab "newer". They have been around for nearly 20 years!
Krautrock

I´m german, I would say krautrock is a german word and means german bands from the seventies as there are: Can, Guru-Guru, Kraan, Nektar, Embryo, Grobschnitt and Jazzrockbands like Wolfang Dauner´s et cetera and Klaus Doldinger. Tell me if I´m wrong...

(Ican´t manage to get the white frame for answering a question)
I don´t remember what they did, wasn´t it a bit psycho? I´ll go to find out at youtube. Have a look on tangerine dream and ashra tempel also, both from berlin. For me it´s krautrock.
