Panning with a mono sound?

Hey,
I know this seems like a simple question, but I am a fairly proficient user in Ableton Live, and I have not been able to figure this out for the life of me.
Suppose I have a mono file, and I want to pan it left and right myself. How would I go about doing this? I know there is a pan slider on each track, but moving it left to right doesn't seem to change anything (master just puts it in the left channel regardless of the panning on the mono track)
Also, if I have a return track, and want it to output audio only to a single master track , how would I do this (this is one of the things I tried to emulate stereo, I made two return tracks, one which represented right, and one that represented left. When I send these return tracks to master, I can't figure out how to make them output to a single channel in master either)
Help would be greatly appreciated.
