Can you assign the clip start (16ths) to a midi controller?

In the clip view, whenever I try to assign the clip start (bars-beats-16th's) to a knob on my Trigger Finger, it only controls the "bars" section. I am clicking on the 16's section but I am not able to have very fine control of the start unless I use the mouse on the 16's section (up to 999). Is this not possible to assign just the 16th's to a midi controller? I'm on version 6, btw.
