Random MIDI CC Generation

I'm looking for a program or a VST that I can use to generate random fluctuation of MIDI CC messages. Ideally, I would be able to control it according to variables that I define like rate of change, chance of change occurring, range, and maybe some other things that I haven't thought of.
The purpose is the creation of generative textures that move and change by themselves. I have a source sound that I run through an elaborate chain of effects, and I'd like to automate the change of the parameters of these effects in a random way. I currently just assign parameters to knobs on my u-control 16 and turn them randomly, but it is really something that I can and should be able to automate somehow.
Any ideas?
