mp3's sound like dirt shit, so when you warp 'em they sound even worse...
you could try different warping modes like Complex or Complex Pro, Beats mode is what will make it sound "choppy"
also, read the part in the manual about Adjusting for Good Stretching Quality

When I was using FL Studio, I loved to use their Waveshaper effect for the crackly kind of distortion that sounds as if the signal is really struggling to get through. if you want to move a track backward or forward in time you can use Track Delay, select it from the View menu or turn it on in the far right side where the "D" is above the "X"(crossfade). or you could move the Start marker position in the clip, turn off the grid(cmd+4) for fine ...
