Can I take the sample packs I downloaded that came with Ableton Live and further organize them into folders of my choosing?

I am wondering if any of you have an opinion on whether I should I be adding reverb, chorus etc in Ableton before I send everything to Pro Tools for mixing? Is it best to leave effects off and do all that in Pro Tools?

they would have to have audio in them to have any sample rate defined. i think you'll find that most are MIDI so the sample rate is whatever your Live set sample rate is set to.

if there is a default sample rate, my guess is that it would be 44.1
