Unfortunately the way I solved this was by returning it. I had the same issue after buying a used one (good price, bad choice). Did you by chance buy it used at a Guitar Center in the Southeast? I figured it out. God, what a rush.
For those of you who end up Goggling your way to this question, this is what I did.

-mk2
By default, the pads are set to toggle in CC mode as opposed to momentary. You can edit this in the MPK editor though.
