I'm trying to get some midi piped into live from Bitwig, but the timing isn't coming out exact in the recorded midi in Live (note positions are off by a up to 1/64th of a bar when recording at 105 bpm for example).

If you are serious about using music software ASIO is the only real option in windows. WASAPI has big latency and doesn't prioritize audio processes, lots o dropouts with it.

I believe the last version of ASIO4all is multiclient.

Steinberg ASIO drivers are multiclient too.

Can Max be used to create customs shortcuts which launch custom actions, and create custom interface features? For example, I'm wondering if it would be possible to recreate something functionally equivalent to VirtualDJs script 'cue' command.

When I'm multitasking on my laptop I use an Autohotkey script which suspends (freezes) other apps of my choosing running when Ableton is the active window. Completely resolved dropouts I was getting and will allow reducing latency to some degree on many systems.
