Did you try switching it to Peak instead of RMS?
Did you try different envelope settings?
Under Peak mode the behavior is the same, inconsistency of expansion gain still persists, though less noticeable.

Could you please make "Disable All Sends" consistent ? I.e., once you disable all sends on track 1, whenever you create a new return track B, sending to B is always gonna be disabled by default on track 1 .
