You shouldn't have to pay more that $80 for that ram, so if that's your only issue, you should just get the ram upgrade.

However, the HP is clearly an upgrade on that Dell. You'll see a performance boost across the board.

Latency is probably a soundcard issue. You can fix that for $100 or so by ...

sounds to me like a bunch of distortion and some side chain compression. The distortion is creating the harmonics you like, and the side chaining is giving it the behavior you are describing.
