the record arm button behaves different from the speakerbutton, can you try sending 0 for on and 0 for off (or 127 for on and 127 for off) and see what happens? the answer is in toggle or momentary behaviour of the midicontroller.
Which midicontroller are you using?, you could be able to change the behaviour of the buttons.

the value you set for asio is the buffersize, it only affects audiolatency, not audioquality.
Samplerate is set in preferences.

ok, by CCvalue I meant the value you set in the clipwindow (the ramp). This way CC number 21 (for example) can send values from 0 to 127.

if you send CCvalue 0 the monitor switches to On (or Off, I,m not sure), value 64 ->Auto and value127->Off
you can only send one value at a time of course, but there is the option of clip follow actions...
Reading your last post, I do not fully understand what you want to achieve....
