I have a set of chords, and I can access the MIDI information using live.miditool.in. To manipulate the pitch is easy by accessing the dicts and then adjusting that pitch info. The answer is exactly that: instruments that support MPE. I was testing one that does not.
How to control the MPE parameter from Max? Oh, this question perhaps is not well placed here.
