Well, part of the reason is because we're still allowed to own guns.

There was a shootout last year in Philly where the police shot and killed a man. Later they realized that this man they shot was not the man they were looking for, and to make matters worse, he didn't even have any weapons on him.

That's much worse than what took place in the OP's video.
