if you rase the carrier frequency, you do not only want to also raise the modulator frequency, but you also would want to scale the modulation amout.
think of a carrier of 100Hz and a modulation depth of 10Hz. Now raise the carrier up to 2000Hz. For the same timbre you would want the modulation depth now to be 20Hz.

well, the note on velocity is used to do two things here:
a) it changes the amplitude of the envelope using the setrange message.
b) it changes the time of the attack/decay segement.
in both cases the expr defines how exactly the velocity is mapped.
the numbers you see in there are chosen obviously purely from a result orientated perspective. the person who made that thing decided that he wants to have the attack segement 610ms long for the lowest possible velocity and 94ms long for the highest veloctiy.
It makes sense if you think of loud sounds as more percussive and soft ones...uhm... softer.
you'll find those things in many more advanced sound generating algortithms. This is the stuff which is not covered in books so much, it is about how to finetune interactions between parameters in order to achieve something that subjectively sound good to the ears of the creator.
