does utility gain on master bus reduce headroom?

just making some pre masters...
does it reduce headroom if i use the utility's gainer so effectively drop the whole track.... ala turning down the master fader does...

reducing a track's level increases its headroom no matter how you do it.

just drop your master fader by 3db no need for a utility
