ya, 20 is the lowest.

But it would be kool if it could go lower for sound design purposes and tempo-synced FX

Yes, 20 BPM is the lowest....and 999 is the highest. I've always found these type of programming choices strange, because what exactly are we accomplishing by restricting the range? It doesn't take away much code, if any, depending on how it's written.
