Actually, It worked for one plugin but I had to, disable UAC, restart, then trash abletons preferences, restart ableton, then it came up.
When I didn't trash the preferences it still didn't work, unless it was just a fresh re-scan from trashing preferences. In order to see the preferences folder and file on your C:\ drive, you have to make sure in windows 7 to put a check in "folder options" to see "hidden files and folders". Another trick to re-scan your plugin folder properly is to hit Alt-and then click the scan button in Abletons GUI preferences..
