Driver error compensation GRRRR

Why is this not working correctly? I expect to be able to say 'compensate by this number of milliseconds' and for the recordings to be offset by this amount automatically.. do i misunderstand this?

If I understand this correctly then what is wrong with the settings displayed in the attached file?

my procedure:
1. record sine from track1 -> soundcard -> cable -> soundcard -> track 2
2. determine track2 ms latency
3. set 'driver error compensation' to this amount
4. profit!

but no?
the attached file shows after setting the DEC to 16.01 ms and recording the sine back through the cable, it is still late by 16ms..

maybe i'm missing a crucial step?..
