spectral composition

anyone know any good programs or plugs for spectral manipulation/Resynthesis for making weird sounds, noises out of samples.. using
spear (which is awesome) at the moment but want to see if anything better is available...

Have you taken a look at Alchemy or MetaSynth?

Ableton’s engineers are hard
at work developing code that will allow our software to predict the future, but we don’t
anticipate having this available until at least the next major release.

This thing is a very strange audiomanngling plug-in. It´s freeware. just copy´n´paste into your internet search and some sites where you can download from will pop up. Plus a describtion of what it does.
Maybe it suits your needs.

Alchemy - this is what it lives for.

If you're not fussed about starting with samples - NI razor for reaktor player is interesting as well.
