Live saying 90%+ CPU usage, when actual usage is only 15%

So I recently bought a new PC: i7 quad core, overclocked to 4GHz, and my first project on it (Live 8.2.2) is running at really high CPU load, glitching out etc, and increasing the buffer size on my sound card (RME Babyface) makes no difference.

I downloaded a desktop CPU meter and found that when Live is saying 90-100%, the actual usage is 15-20%. It's like its only using 1 core, however multi-core support is enabled in the preferences.

I dont think this is a plugin related issue - i've tried closing lots of things, using different synths etc - basically i'm getting less power in Ableton than I used to on my old pc.

Any suggestions?

You're not the only one. I have a MacBookPro that's dual core and I get real multicore performance with Cubase but not Live.
