The situation: At my desk I have a Dell XPS15, MOTU MK3 UltraLite Hybrid interface, Radium 61 kybd controller and Ableton Suite. That works all good. I take my laptop and Radium 61 downstairs to our home studio. The interface is an M -Audio Fast Track Ultra 8R. In this set up I get occasional sounds triggered by the Radium 61; and some of the midi signals will finally trigger say a Grand Piano patch a few minutes later. The only thing different in the two setups is the interface. Anybody have a clue?

I see an error in your troubleshooting logic. The interfaces are different but so are the computers.
How about trying the Maudio interface on the Dell XPS? If it works on that computer than most likely the problem is in your laptop. Also you should try the MOTU interface on the laptop to see if that setup works.
Basic troubleshooting my friend, you got to rule stuff out.

The computer is the same. I take my Dell laptop down to the studio. So the only thing different is the interface.
